It makes the v/c button light up but I don’t get what its doing…

The Whistler XTR-150 is the exact same radar detector as the XTR-140. It’s just a model number sold specifically by Radio Shack. The XTR-140 / XTR-150 doesn’t have a menu button. Only a Quiet, City, Dim, and Power/Volume. Do you mean the City button, perhaps? Here is a manual for the XTR-140, which applies to your XTR-150 as well:
